The female officer was injured in the incident last night at Francois Hollande's city home, according to French media.
A reporter on BFM TV said the car had been driving the wrong way along a one-way system.
Two people have been arrested.
The incident came as France remained on high security alert exactly a week after the attack on the offices of satirical magazine Charlie Hebdo.
Three days of violence followed in attacks by three Islamist militants, leaving a total of 17 people dead.
It is not yet clear whether this incident is connected to those attacks.
The driver of the vehicle was arrested nearby.
French police told him she was "deliberately" knocked down before the driver fled.
France Info reports that the policewoman was thrown on to the hood of vehicle, and left with an injured wrist.
President Hollande is believed to have been in the Palace at the time.
Le Parisien reports that the driver and the front-seat passenger - both 19-year-old men - were caught by police on motorbikes, and arrested.
But two others, thought to have been in the back of the car, are still at large this morning.
She told France Info: "My colleague said that the driver looked at her in the eyes, this is what allows us to say he made this gesture deliberately."
But she added: "You can not tell if it is related to what happened last week."
She was in uniform when she was targeted.
She was hospitalised for injuries to her wrists, knees and back, and remains in hospital this morning.
It's reported the vehicle had driven the wrong way along a one-way system near President Hollande's palace.
It is not yet clear whether this incident has any links to last week's devastating terror attacks, but with France on high security alert it it sure to raise questions about how a vehicle acting erratically could get near to the Elysee Palace.
He says: "Security still very tight here - even security guards at every supermarket, checking shoppers' bags going IN to the shop."
As she was given first aid he wished her a speedy recovery.
He is said to have been returning home from a concert at the time of the incident.
