KUALA LUMPUR, May 9 — Making its case again for the establishment of an Islamic state here, hardline Islamist group Hizbut Tahrir Malaysia (HTM) told Malaysians that citizens of a caliphate would be guaranteed free education and health services, amid concerns of the rising cost of living.

The group also said that earnings from natural resources such as oil and gas should be distributed equally among the public.

“A caliphate will not only never confiscate the rights of the public forbidden by Allah, but instead will grant all the rights that will subsequently lighten their burden,” the group said in its weekly newsletter, referring to the taxes imposed by Putrajaya.

“For example, education, security and health are the three things that become the public collective rights, that a country is obliged to provide for free.”

HTM said that a caliphate is obliged to provide enough infrastructure, facilities and workforce to provide the best service for to the public.

It also claimed under Islam, Malaysians deserve to receive around RM2,785 each from the RM78 billion of profit that oil and gas giant Petroliam Nasional Bhd (Petronas) made last year.
The group also criticised the distribution of zakat, or tithe, among Muslims in Malaysia, which it said has failed to provide for the poor, despite earnings charting at a record high last year.

“With this much zakat collected, there should not be any citizens below the poverty level. The question is, where was the zakat money being spent?” it asked.

HTM aims to establish an Islamic state in Malaysia and a worldwide caliphate as part of its global network, although it has never explained how.

It had previously said that Putrajaya must implement all of Allah’s laws, and not just hudud, in a comprehensive Islamic rule that encompasses every aspect of government, including its economic, social and foreign policies as well as education.
