The State Department issued a travel warning for the whole world due to
the possibility of terrorist attacks. In doing so it may increase fear
unnecessarily
The State Department has issued a travel alert to its citizens the world over warning them to be constantly aware of the
possibility of terrorist attacks.
The travel warning “alerts U.S. citizens to possible risks of travel due to increased terrorist threats.”
It notes that “ISIL (aka Da’esh), al-Qa’ida, Boko Haram, and other
terrorist groups continue to plan terrorist attacks in multiple regions”
and states that “the likelihood of terror attacks will continue as
members of ISIL/Da’esh return from Syria and Iraq.”
The State Department had four recommendations for U.S. citizens travelling abroad:

The government’s advice is sensible for people travelling. However,
given the goal of terrorist attacks is to create terror in a population,
issuing a warning like this can increase fear in a population, giving
ISIS what it wants.
People should not take the warning as proof they are in imminent danger everywhere they go.
Statistically speaking, the chances of being
killed by a terrorist attack
are extremely low. While taking precautions and remaining aware is
important, American citizens abroad should not allow the possibility of
terrorist attacks to bully them into ruining their experience of travel.
