will conduct a full-day public seminar and workshop on
“HOW ORDINARY CITIZENS CAN IDENTIFY
AND EVALUATE TERRORIST THREATS”

What It’s About: The eyes and ears of the general public - when possessing situational awareness and necessary skill- sets - can be of inestimable value in spotting anomalies that may pose a direct or indirect threat to security and peace. Based upon techniques adapted from those taught to professional intelligence and national security professionals, this seminar/workshop imparts research, recruitment and observational skills required by citizens to constructively assist appropriate authorities in thwarting potential terrorism.
Lead Instructor: Dr. Peter Leitner, Professor at the Defense Intelligence Agency’s National Defense Intelligence College where he teaches intelligence in its graduate program. Previously, Dr. Leitner had a 31-year government career that included 19 years in the Office of the Secretary of Defense as senior strategic trade advisor. He has provided intelligence and anti-terrorism training to thousands of state and local investigators, law enforcement personnel, the CIA, FBI, Marine Corps and other national agencies through the Higgins Counterterrorism Research Center that he founded. Dr. Leitner has a Ph.D. from USC and four Master degrees, and has served on the faculties of University of Northern Virginia, Mount Vernon College, Southeastern University, and George Mason University in its National Center for Biodefense.
