UANI Applauds Treasury for Taking Action Against "Foreign Sanctions Evaders," Expresses Concern with Administration's IRIB Sanctions Waiver
Calls for Reconsideration of Sanctions on IRIB
We applaud Treasury for its action this week. While we have been concerned that there has been a large enforcement gap related to sanctions on Iran since President Rouhani's election, the new additions to the Special Designated Nationals (SDN) list and the creation of a new Foreign Sanctions Evaders (FSE) list are a strong reminder that Iran is not open for business. Responsible businesses must understand that the legal and reputational risks of working in Iran remain too high to permit a return to that market.
We are concerned that the Obama administration has decided to grant a sanctions waiver to the regime's propaganda outlet, IRIB, particularly given the censorship and human rights violations of which IRIB is regularly part and parcel. While it is a positive development that Tehran has reportedly limited its jamming of foreign broadcasts, the U.S.'s February 2013 sanctions on IRIB were more broadly about its facilitation of human rights abuses, and those are still occurring. The U.S. should not grant sanctions waivers to human rights abusers.
We are also concerned that the entities Treasury added to the FSE list do not appear to have been added to the impactful SDN list. We call on Treasury to robustly enforce sanctions throughout the duration of the Geneva Interim agreement, including targeting new entities and adding them to the SDN list.
In the past year, from February 6, 2013 to February 6, 2014, Treasury designated 232 entities on the SDN list. Of those 232 designations, 183 occurred during the four-and-a-half month period before Iranian President Hassan Rouhani was elected, and only 49 in the seven-and-a-half month period since.
Separately, Treasury's action involves the enforcement of Presidential Executive Order 13608, signed on May 1, 2012, creating the FSE list. Treasury has initiated the FSE list with 13 sanctioned entities.
