Marine Le Pen told RTL Radio that the government's plan to fight against French jihadists was "cosmetic" and will remain ineffective as long as border controls are not restored within the European Union. Others are wondering who will control the data collected by the new website and hotline, and how the information will be used, especially when it involves young people who have not been convicted of a crime. The French government has unveiled a new plan aimed at preventing French citizens or residents from waging jihad in Syria and other conflict zones in the Muslim world. More than 700 French nationals and residents are now believed to be fighting in different parts of the Middle East and North Africa, including at least 500 in Syria alone, according to French intelligence estimates. Senior French officials have voiced increasing concern over the potential threat that these radicalized "enemies within" will pose when they return to France. The government has also faced criticism for failing to take steps to prevent its nationals from traveling to Syria in the first place. Interior Minister Bernard Cazeneuve presented the multi-pronged anti-radicalization plan at a French Cabinet meeting on April 23. The strategy includes more than 20 measures—those not requiring new legislation will be implemented immediately—aimed not only at preventing French citizens from joining the war in Syria, but also at combatting the radicalization of young French Muslims at the earliest stages of indoctrination. One of the key provisions of the plan involves the creation of a counselling center and a dedicated website and telephone hotline for parents or family members who are seeking professional advice about how to handle children they believe are becoming radicalized. The toll-free hotline—to be staffed by psychologists, social workers and experts in radical Islam—will also enable parents to secure immediate help from police in cases where underage children are trying to leave France without parental permission. This provision comes in response to several recent attempts by French teenagers to become jihadists in Syria. In one instance, a 14-year-old girl from the southeastern French city of Grenoble was intercepted with a one-way ticket to Istanbul at the airport in Lyon on February 25, just as she was about to board a plane. Police were alerted after the girl sent her father a text message saying she was running away from home because she had been selected to "join the jihad" in Syria. In another instance, two teenagers in Toulouse left for Syria on January 6, the first school day of 2014, after stealing credit cards from their parents to purchase plane tickets to Turkey. The youths—ages 15 and 16—were repatriated to France on January 26 and now face charges of conspiring with a terrorist enterprise. In all, at least 15 French teenagers have tried to travel to Syria since the war there began in March 2011, according to French intelligence. In most instances, the parents say they did not suspect their children were becoming radicalized. The Interior Ministry says it is urging parents to be more vigilant—especially about monitoring their children's activities online. The Ministry is also encouraging parents to contact the hotline at the first signs of radicalization. The names of radicalized youths will be placed in a database of wanted persons, a system that would prevent them from boarding flights to destinations beyond the borders of France. Cazeneuve also plans to pursue jihad recruiters online by means of a team of specialist investigators who will monitor jihadist chat forums and work undercover to infiltrate recruitment cells. Still another proposal involves making changes to French law that would enable police to confiscate the passports of suspected would-be jihadists, and to deport foreigners found to be recruiting jihadists in France, in addition to freezing their assets. "The emergence of a new generation of seasoned terrorists likely to strike on French territory demands a fixed, firm and effective response from the state. An entirely repressive response is not enough to stem the phenomenon. Preventive actions to counteract the 'preachers of hate' will also be implemented," Cazeneuve said while announcing the plan on April 23. One day earlier, Foreign Minister Laurent Fabius told RTL Radio that nearly 500 French citizens or residents are believed to have joined the fighting in Syria. "This is a very big subject," Fabius said. "Now more and more young people are going [to Syria] ... Our plan is to tackle this upstream [at the source] and all the way downstream. We will identify young people caught on this tragic path. We will monitor this online, and then we must stop them from crossing the Syrian border, and monitor their return and reintegration." The unveiling of the government's anti-radicalization strategy comes less than a month after French counter-terrorism police thwarted what they say was an imminent attack by a returning jihadist from Syria. Police say the man, identified only as a 23-year-old named Ibrahim B, was preparing to strike in the southern French region of Côte d'Azur. Some 900 kilos of explosives were found in the suspect's temporary apartment near Cannes. He is currently in police custody. Earlier in March, a militant Islamist website published a series of posters calling for attacks on France and for the assassination of President François Hollande in retaliation for the country's policies in Mali and the Central African Republic, the Reuters news agency reported. The al-Minbar Jihadi Media Network, a well-known Islamist website, created six posters as part of a campaign called, "We will not be silent, O France." According to Reuters, one of the posters reads: "To our lone-wolves in France, assassinate the president of disbelief and criminality, terrify his cursed government, and bomb them and scare them as a support to the vulnerable in the Central African Republic." Amid the threats, critics of the French government are questioning the effectiveness of—and even the motive for—the new strategy. Some are saying that apart from the telephone counselling center, the plan offers nothing new. Others are wondering who will control the data collected by the new website and hotline, and how that information will be used, especially when it involves young people who have not been convicted of a crime. One counterterrorism expert interviewed by the newspaper Le Parisien says he believes the plan is aimed primarily at reassuring the public, "but in terms of effectiveness in the fight against terrorism, the effect is zero." Another expert told the newspaper that the plan would not prevent departures for Syria because those who are determined to do so can take a bus and thus evade airport controls. Moreover, even if parents or police confiscate passports of would-be jihadists, fake documents are easy to obtain. Still others believe the plan is a political ploy by Hollande aimed at blunting the rising popularity of the anti-immigration National Front party, which captured a record number of city council seats and mayorships in local elections held in March. National Front party leader Marine Le Pen told RTL Radio that the government's plan to fight against French jihadists will remain ineffective as long as border controls are not restored within the European Union. "The proposed plan is cosmetic," Le Pen said. "It does not attack the root of the problem, the speech in some mosques that are genuine calls to jihad. Nor does the plan attack recruiters and funding from foreign countries known to support terrorist fundamentalism, such as Qatar." Le Pen also said the government was being hypocritical. "France supported the Islamic fundamentalists in Libya, armed, supplied weapons and provided technical assistance to so-called Syrian rebels, while 80-90% of these rebels were actually related to Al-Qaeda. Why are we crying over spilled milk, asking, why are these young people doing jihad?" "It may be necessary to create a specific law on mercenaries, which exists in some countries," Le Pen added. Such a law would prohibit those who have French nationality to engage in fighting abroad either for financial or for ideological reasons. She also raised the possibility of "taking a very good initiative of [British Prime Minister] David Cameron and revoke French nationality from individuals convicted of participating in this type of fighting." Le Pen's charge of hypocrisy comes amid rumors that the French government paid $18 million to the Al-Qaeda offshoot Islamic State in Iraq and the Levant (ISIS) for the April 20 release of four French journalists held captive in Syria for more than 10 months. Citing NATO sources in Brussels, the German newsmagazine Focus reported on April 26 that the ransom money was brought to Ankara by French Defense Minister Jean-Yves Le Drian. French officials vigorously deny that any ransom was paid, but the French newspaper Le Parisien writes that "According to our information, the DGSE [French foreign intelligence service] negotiated directly with the rebel group. ‘Sex Jihad’ Fatwa Permits Incest in Syria

Last year, according to Arabic media accounts, “Saudi cleric Nasser al-‘Umar issued a fatwa permitting mujahidin [jihadis] in Syria to have sex-jihad with their sisters [muharamhum] if no one else is available.   The Saudi preacher also praised the mujahidin for their ongoing fight against, in his words, the machine of infidelity and oppression, that is, the Syrian and Iranian regimes.” 

The cleric issued his fatwa on “one of the channels associated with the radical jihadi movements” where he also reportedly said: “Some today are opposing the fatwas being issued by the clerics which serve our mujahidin brethren fighting in Syria [a likely reference to Muslim criticism—as opposed to Western denial—of the sex-jihad fatwas], without criticizing the killing of children and women in Syria.”

As shocking as this report may seem, it is not the first of its kind.    For example, according to this Arabic documentary video (click “cc” for English subtitles), “The new jihad allows brothers and sisters in Syria belonging to the [al-Qaeda linked] al-Nusra Front to marry each other under the name of jihad because of the lack of girls among fighters of that organization.”

One man appears on video saying, “At the Zawia mountain there is an imam called Imam Hussein.  They bring him a brother and a sister, he says ‘Allahu Akbar’ on them three times to have sex together and make them husband and wife.”

The rationale and justification of these fatwas is based on the Islamic maxim, “necessity makes the prohibited permissible,” not unlike the more familiar adage, “the ends justify the means.”  

In other words, because fighting to make the “word of Allah,” or Sharia, supreme is the greatest good, and because sexually-deprived jihadis fighting to do just that may lose morale and quit the theatre of war for lack of women, it is permissible, indeed laudable, for Muslim women—including apparently relatives—to volunteer to give up their bodies to these men so that they can continue the jihad to empower Islam, in accordance with the Koran:  “Allah has purchased of the believers their persons and their goods; for theirs (in return) is the garden (of Paradise): they fight in His cause, and slay and are slain” (Yusuf Ali trans. 9:111).

This verse has been traditionally understood as Muslim men selling “their persons,” that is, their bodies, to the jihad in exchange for paradise. In the context of sex jihad, however, Muslim women—including sisters—are also selling “their persons” (their bodies for sex) to indirectly empower the jihad, also in exchange for paradise.

The fact is, the maxim, “necessity makes the prohibited permissible,” is responsible for any number of seeming contradictions: Muslim women must chastely be covered head-to-toe—yet, in the service of jihad, they are allowed to prostitute their bodies.  Homosexuality is forbidden—but permissible if rationalized as a way to kill infidels.  Lying is forbidden—but permissible to empower Islam. Suicide is forbidden—but permissible during the jihad—called “martyrdom.”  Stealing is forbidden—but the rightful booty of the jihadi who conquers infidels.

The moral of the story? Sharia is only draconian and rigid for those who find themselves living under its jurisprudence.  But as for those who work to empower Allah’s law—chief among them, the jihadis—not only are they permitted to ignore Sharia, they are permitted to ignore basic standards of morality. 

Hence the ancient and widespread appeal of the jihad.

Paul Weston, the chairman of a new political party in the United Kingdom called Liberty GB, was making a speech Saturday outside the Winchester Guildhall in Hampshire when suddenly everything went wrong. Weston made the mistake of quoting a notorious Islamophobe, whereupon a woman in the audience, disgusted by this hate speech, contacted police, and Weston was duly arrested.

The Islamophobe in question was an obscure British politician of the distant past named Winston Churchill, who apparently had something to do with leading the British to victory over something called Nazi Germany in a conflict apparently known as “World War II.” However, the Nazis were vociferous critics of Zionism, and thus couldn’t have been all bad.

Even before he interfered with this righteous anti-Zionist activism, Churchill was an obvious hatemonger. In 1899 he wrote a book about an even more obscure war known as The River War, in which he spewed this Islamophobic hate:

How dreadful are the curses which Mohammedanism lays on its votaries! Besides the fanatical frenzy, which is as dangerous in a man as hydrophobia in a dog, there is this fearful fatalistic apathy. The effects are apparent in many countries. Improvident habits, slovenly systems of agriculture, sluggish methods of commerce, and insecurity of property exist wherever the followers of the Prophet rule or live. A degraded sensualism deprives this life of its grace and refinement; the next of its dignity and sanctity. The fact that in Mohammedan law every woman must belong to some man as his absolute property – either as a child, a wife, or a concubine – must delay the final extinction of slavery until the faith of Islam has ceased to be a great power among men. Thousands become the brave and loyal soldiers of the faith: all know how to die but the influence of the religion paralyses the social development of those who follow it. No stronger retrograde force exists in the world. Far from being moribund, Mohammedanism is a militant and proselytizing faith.

It is stunning that such a racist, bigoted Islamophobe could ever have risen to prominence in a gloriously multicultural land such as Britain, but Churchill apparently rose to prominence at a time when racists and bigots roamed free and unchallenged, before Britain discovered the glories of diversity. Now hatemongers like Weston – who quoted this exact passage – get their comeuppance swiftly. Churchill, were he walking around free today, if he didn’t already have enough citations for puffing away on smelly and carcinogenic cigars in public places to put him away for life, would certainly be cited for his Islamophobia, and his public career would be ruined.

For now we live in different times. Now we know that diversity is our strength, and therefore we applaud the recent decision of the Subway fast food restaurant chain. The  Daily Mail reported on Wednesday that “around 200 branches of Subway have cut ham and bacon from their menus, serving halal meat in response to calls from their Muslim customers.”

In the caption on a photo accompanying this article, the Daily Mail wrote: “Nearly 200 Subway branches across the UK and Ireland have cut out ham and bacon, selling only halal meat, in response to demand from their multicultural customers.” By their “multicultural customers,” of course, they mean only customers from Islamic cultures, but those are the only cultures that matter anymore in the United Kingdom. Some people may carp and complain, pointing out that this decision has rendered these 200 Subway restaurants less multicultural than they were before, since now non-Muslims in Britain who would like to enjoy a Chicken and Bacon Ranch Melt or an Italian sub with pepperoni are out of luck: Muslims and Sharia-compliant dhimmis are the only ones who will be served.

But people who would raise such an objection are as hidebound and deeply racist as Weston and this Churchill fellow. It is diversity, you see, to offer the choices preferred by only one group. It is multiculturalism, you see, to respect the preferences of only one culture. It is hate, you see, to point out that The Belief System To Which Everyone Must Pander has been the cause of and justification for the oppression and misery of untold numbers of women, non-Muslims, and others. It is bigotry, you see, to point out that all too many adherents of that hallowed and protected Belief System hold to a violent and supremacist ideology that they believe gives them a responsibility before God to wage war against and subjugate those who hold different beliefs.

And so it is good that Paul Weston was arrested for quoting that hateful Churchill chap. I’ve just checked Wikipedia and discovered that Churchill succeeded one Neville Chamberlain as Prime Minister of Great Britain in 1940, after Chamberlain had tried to keep the peace with those lovely anti-Zionist Nazis by giving them Czechoslovakia, which Chamberlain aptly dismissed as “a far-away country” filled with “people of whom we know nothing.” Chamberlain should have remained in power, and Churchill subjected to the ridicule and abuse that all hatemongering Islamophobes should receive regularly. After all, who really did care about Czechoslovakia? And who cares today about Subway restaurants? As long as we stop the hate, all shall be well, and all manner of thing shall be well. As long as we give Islamic supremacists what they want, they will see our good will, and not demand anything more.

After all, wasn’t everything just fine after Chamberlain gave his Czech gift to the Nazis? At least until that Churchill came along.

Protected Site designation recognizes the inherent qualities in the building and, in the spirit of the ordinance, it is our hope that designation will help protect these qualities whatever the use of the building in the future.
