Hitmen Massacre 18 In Border Drug Rehab – Juarez Mexico

About a dozen hooded gunmen burst into a Mexican rehabilitation
clinic near the U.S. border on Wednesday, lining up patients before
killing 17 of them. Drug gangs have targeted rehab clinics in the
manufacturing city of Ciudad Juarez across from El Paso, Texas, accusing
them of protecting dealers from rival gangs.

The attack was one of the deadliest in President Felipe
Calderon’s three-year war against drug cartels, despite the presence of
10,000 troops and federal police in Ciudad Juarez who constantly patrol
the city’s streets.

The suspected hitmen stormed their way into the drug and
alcohol rehab clinic in Ciudad Juarez and forced patients into a line in a
corridor before shooting them, the army and the El Diario newspaper
said.

“Armed men shot at about 20 people, killing 17 of them and
injuring three,” said army spokesman Enrique Torres.

In a separate attack on Wednesday, gunmen killed the deputy
police chief in Calderon’s home state of Michoacan in western Mexico.

Jose Manuel Revueltas, appointed just two weeks ago, was
intercepted by heavily armed men in two vehicles as he drove down a busy
avenue in the state capital, Morelia, a few blocks from police
headquarters, police said.

Revueltas, 38, and his two bodyguards died in the intense
gunfire that also killed a man traveling on a bus.

Taliban Surprising U.S. Forces With Improved Tactics

The Taliban has become a much more potent adversary in
Afghanistan by improving its own tactics and finding gaps in the U.S.
military playbook, according to senior American military officials who
acknowledged that the enemy’s resurgence this year has taken them by
surprise.

U.S. rules of engagement restricting the use of air power and
aggressive action against civilians have also opened new space for the
insurgents, officials said. Western development projects, such as new
roads, schools and police stations, have provided fresh targets for
Taliban roadside bombs and suicide attacks. The inability of rising
numbers of American troops to protect Afghan citizens has increased
resentment of the Western presence and the corrupt Afghan government that
cooperates with it, the officials said.

As President Obama faces crucial decisions on his war strategy
and declining public support at home, administration and defense officials
are studying the reasons why the Taliban appears, for the moment at least,
to be winning.

American Preparedness : Findings From the 2009 FEMA Citizen Corps
National Survey

FEMA’s Citizen Corps Surveys offer comprehensive data on the
public’s thoughts, perceptions, and behaviors related to preparedness and
community safety for multiple types of hazards. Findings from these
surveys provide valuable insights for increasing personal preparedness,
civic engagement, and community resilience. These findings are
particularly relevant as we prepare for a possible pandemic flu outbreak,
hurricane season, and other hazards.

Results from this study have important implications for the
development of more effective communication and outreach strategies to
achieve greater levels of preparedness and participation.

Napolitano Expecting Big Influx of New H1N1 Cases

Homeland Security Secretary Janet Napolitano said Wednesday
that people should expect “a big influx” of swine flu cases this fall and
prepare as best they can. “The best thing we all can do are the very
simple things, the washing of the hands, the coughing into the sleeve,”
Napolitano said in a nationally broadcast interview. ” … We’re in all
likelihood going to have them (new infections) before the vaccine is
available.”

Napolitano was among a host of Cabinet officers who briefed
President Barack Obama Tuesday on the federal government’s preparations
and planning for the fall. Another of those Cabinet members, Education
Secretary Arne Duncan, said in a separate interview that it’s critically
important to keep schools open and education uninterrupted.

“We got a little bit lucky” in the last school year, he said,
because the H1N1 didn’t surface until very near the end of the academic
year.

“We’re not going to be so lucky this year,” Duncan added, “so
the more we’re prepared, the more we’re talking … the better we’re going
to be able to handle this as a country, the more we’re going to be able to
keep our schools open.”

There have been over 550 deaths in the United States from H1N1
and a scientific advisory panel recently sent the White House a report
saying it was possible that anywhere from 30 percent to half the
population could catch what doctors call “2009 H1N1″ and that it was also
possible there could be between 30,000 and 90,000 deaths.

“Everything we’ve seen in the U.S. and everything we’ve seen
around the world suggests we won’t see that kind of number if the virus
doesn’t change,” Dr. Thomas Frieden, head of the Centers for Disease
Control and Prevention, said in a C-SPAN interview last week.

In her interview Wednesday on NBC’s “Today” show, Napolitano
was asked why the government isn’t requiring all Americans to get the
swine flu vaccine, once it’s available. “Because health programs generally
aren’t mandatory, and you get pushback to that,” she replied.

Rays Employee Planted Fake Bomb Before Red Sox Game

A Tampa Bay Rays employee was arrested before Wednesday’s
Boston Red Sox game and accused of planting what appeared to be a fake
bomb at Tropicana Field, according to police. William L. Jordan, 38, was
arrested on a charge of planting a hoax device. He is a mechanic with the
team, and built and hid the device as part of a “practical joke,”
according to the St. Petersburg Police Department.

“His actions were in very poor taste and do not reflect the
values of the organization,” Rays vice president Rick Vaughn wrote in an
e-mail.

The device was found in a cabinet near Gate 2 by lawn
maintenance workers around 2:10 p.m., police said. That area is closed to
the public, police said.

The device was a box that was taped to a shelf, had wires
sticking out and emitted a “beeping” sound. It was built to look like an
explosive device, police said.

Officers were summoned, according to police, and Jordan quickly
came forward to explain that the device was a hoax.

World Wildlife Fund – WWF Condemns ‘Offensive’ Ad With It’s
Logo

The World Wildlife Fund is speaking out after bloggers and
twitterers condemned the environmental group over a tasteless and
unapproved ad exploiting the Sept. 11, 2001, attacks on New York’s World
Trade Center.

The online ad shows a swarm of airplanes about to attack New
York with a caption reading: “The tsunami killed 100 times more people
than 9/11. The planet is brutally powerful. Respect it. Preserve it.”

The ad bears the WWF’s trademark panda logo.

It began drawing attention Tuesday when it won a best of 2009
award from The One Club, a non-profit group that promotes excellence in
advertising, says the New York Daily News.

But the WWF says the image was created on specifications by a
Brazilian ad agency and was rejected.

“WWF strongly condemns this offensive and tasteless ad, and did
not authorize its production or publication,” the group said in a news
release issued late Tuesday.

“It is an unauthorized use of our logo and we are aggressively
pursuing action to have it removed from websites where it is being
currently featured.”

Officials with The One Club did not return the paper’s phone
calls.
