The Wall Street Journal: Federal Charges Filed Against N.Y. Terror Suspect
“The Justice Department filed charges Tuesday against Ahmad Khan Rahami for a series of bombs left in and around New York during the weekend, as officials said the suspect’s blood-soaked journal indicated he was angry over what he perceived as the U.S.’ war on Muslims. Some charges are contained in a federal complaint filed in federal court in New York. Another, separate complaint is expected to be filed in federal court in New Jersey. Mr. Rahami allegedly planted bombs in two locations in the Chelsea neighborhood of Manhattan, and allegedly placed explosives in Seaside Park and Elizabeth, N.J. One of the Manhattan bombs injured 29 people when it exploded on Saturday night. The other Manhattan bomb failed to detonate. The bombs in New Jersey, which were clusters of pipe bombs, partially detonated but didn't harm anyone.”

Ahmad Khan Rahami's jihad journal ended with a stark message, according to court papers: "Death to your oppression." Federal court complaints filed Tuesday gave a chilling glimpse into what authorities say motivated the Afghan-born U.S. citizen to set off explosives last weekend in New York City and New Jersey, including a bomb that injured 31 people in Manhattan. The blasts came two years after the FBI looked into him but came up with nothing tying him to terrorism.”
USA Today: Friends Saw Changes After Terror Suspect's Trip To Afghanistan
“A complicated and conflicting portrait emerged of the New Jersey man suspected of planting bombs from Manhattan to Seaside Park, N.J., in a weekend terror spree. Ahmad Khan Rahami, a naturalized American citizen who was born in Afghanistan, was known to some old friends as a friendly and funny guy, and an auto enthusiast. But others said the 28-year-old, whose family had once sued Elizabeth, N.J., alleging they were the targets of anti-Muslim bias, had changed after recent trips to south Asia, becoming more religious and conservative in his dress. On Monday, Rahami was arrested in Linden, N.J., after a shootout with police — not far from his home above a restaurant his family owned and operated on Elmora Avenue in Elizabeth. Officials say there is video of Rahami planting pipe bombs and a jerry-rigged pressure cooker in lower Manhattan and Seaside Park, where people were gathering for a 5K run.”
New York Times: Obama Administration Considers Arming Syrian Kurds Against ISIS
“The Obama administration is weighing a military plan to directly arm Syrian Kurdish fighters combating the Islamic State, a major policy shift that could speed up the offensive against the terrorist group but also sharply escalate tensions between Turkey and the United States. The plan has been under discussion by the National Security Council staff at a moment when President Obama has directed aides to examine all proposals that could accelerate the fight against the Islamic State, also known as ISIS or ISIL. Mr. Obama has told aides that he wants an offensive well underway before he leaves office that is aimed at routing the Islamic State from Raqqa, the group’s de facto capital in northern Syria.”
CNN: UN Chief Calls Convoy Attackers In Syria 'Cowards'
“The brazen strike on an aid convoy in Syria prompted a fierce denunciation Tuesday from UN Secretary-General Ban Ki-moon, who called the attack ‘sickening, savage and apparently deliberate.’ The United States has reached the preliminary conclusion that Russian warplanes bombed an aid convoy and a Syrian Arab Red Crescent warehouse, two US officials told CNN. Syria and Russia strongly denied their forces were behind the attack. Monday night's attack marked the latest frustration in the Syrian crisis as world powers work to forge a cessation in hostilities and finds ways to end the conflict, now in its sixth year. Getting aid to areas cut off by fighting has been a growing concern for humanitarian agencies -- with trucks destined for eastern Aleppo, where an estimated 250,000 civilians have been short of food, medicine and water.”
The Jerusalem Post: Israeli Fighter Jet Shoots Down Hamas Drone Over Gaza
“An Israel Air Force fighter jet shot down a Hamas drone over the Gazan coastline shortly after 1 p.m. on Tuesday. The IDF Spokesperson said the drone had been under full surveillance from the moment it took off, and that it did not cross into or fly through Israeli air space. In recent years, Hamas drones have, on occasion come near, and sometimes breached Israeli airspace, leading the IDF to scramble jets or fire missiles. In June 2015, a drone from Gaza crashed in Israeli territory near the border fence with Israel. The drone crashed on its own before the IDF had reason to engage it, landing on the Israeli side of the border. In February this year, Crossings Authority inspectors together with the Shin Bet intelligence agency recently foiled an attempt to smuggle commercial multicopter drones into Gaza.”
Newsweek: ISIS West Africa Affiliate Claims 40 Troops Killed In Nigeria
“The Islamic State militant group (ISIS) affiliate in West Africa said Tuesday that it had killed more than 40 troops from a coalition force in northeast Nigeria. ISIS’s West Africa Province, otherwise known as Boko Haram, claimed that it had destroyed “a convoy of the African Coalition Crusader forces” in the town of Malam Fatori in Borno State, according to SITE Intelligence Group. It added that the attack “resulted in killing more than 40 and wounding dozens” of troops from both Nigeria but also the coalition force battling insurgents in northeast Nigeria, which includes Chad, Cameroon and Niger. The affiliate made the claim through a statement posted on social media. It did not say when the attack occurred nor which specific countries had lost soldiers.”

“A North Philadelphia mother has admitted she planned to abandon her two children to travel to Syria to pursue “martyrdom operations” with an Islamic State fighter, whom she married over Skype. “I believe that I’m guilty of this charge,” said Keonna Thomas, 32, pleading guilty to attempting to provide material support to a terrorist organization during a brief hearing in Pennsylvania federal court on Tuesday. Thomas said in court her plans were only derailed last year when federal agents raided her home the day she was scheduled to leave the country.”

“A Rhode Island man charged with conspiring to help the Islamic State group has decided to plead guilty to charges he plotted with others to kill conservative blogger Pamela Geller. Nicholas Rovinski is charged with conspiracy to provide material support to a terrorist organization and conspiracy to commit acts of terrorism transcending national boundaries. Prosecutors say the Warwick man plotted with two Massachusetts men to behead Geller. She angered Muslims when she organized a Prophet Muhammad cartoon contest in 2015. The plot wasn’t carried out.”
Voice Of America: Study: Former Al-Qaida Terrorists Training Islamic State Cells In Europe
“There are direct links between the al-Qaida terror networks of the last decade, and the Islamic State-linked terror cells in Europe that have carried out a series of attacks in recent months, according to a new report. The study by the Henry Jackson Society, a London-based research institution, looked at the al-Qaida-linked terror networks in Europe in the early 2000s, around the time of the NATO-led invasion of Afghanistan, and the current networks linked to Islamic State that were responsible for the recent attacks in Paris and Brussels. Time and again, the same names appeared. Many of the elder members of former al-Qaida networks had traveled to fight in Afghanistan the previous decade, and passed on their knowledge to embryonic terror cells in Europe as the Syrian civil war became a rallying call for jihadist fighters.”

“Ahmad Khan Rahami, the suspect in this weekend's New York City and New Jersey terrorist attacks, is in many ways quite typical of jihadist terrorists in the United States since 9/11. He is an American citizen, not a foreigner, a refugee or a recent immigrant. That is overwhelmingly the profile of the approximately 360 jihadist terrorists who have been indicted or convicted in the States since 9/11 of crimes ranging in seriousness from sending small sums of money to an overseas terrorist organization to murder. According to research by New America, 80% of these militants are American citizens or legal permanent residents. They are also not the young hotheads of popular imagination. Their average age is 28, a third are married and a third have children. Rahami, age 28, is married and has a daughter.”
CNN: US Blames Russia For Syria Convoy Attack; Moscow Blames 'Terrorists'
“The US has reached the preliminary conclusion that Russian warplanes bombed an aid convoy and warehouse belonging to the Syrian Arab Red Crescent, two US officials told CNN. ‘All the evidence we have points to that conclusion,’ one of the officials said. However, the White House has taken the position that Russia is responsible for the strike, regardless of whether it was their planes -- or the Syrian regime's -- that carried out the attack. The aid convoy was hit Monday night in the area of Urum al-Kubra, west of Aleppo, prompting the United Nations to halt its aid operations in Syria. ‘All of our information indicates clearly that this was an airstrike. That means there only could have been two entities responsible,’ Deputy National Security Adviser Ben Rhodes said Tuesday night, naming Moscow and the Syrian regime. He didn't specify which country's planes carried out the strike.”
Reuters: Senators Want To Change Massive New Israel Aid Package
“Republican U.S. lawmakers launched an effort on Tuesday to modify a $38 billion military aid agreement with Israel by providing more money and easing controls on how it is spent, setting up a showdown with President Barack Obama over the package days after it was signed. Senators Lindsey Graham, Kelly Ayotte, John McCain and Ted Cruz told a news conference they had filed a measure to give Israel an additional $1.5 billion in military aid, while renewing U.S. sanctions on Iran. Arguing that U.S. law gives Congress control of spending, they objected to a provision preventing Israel from asking for additional funds from Congress after the new Memorandum of Understanding (MOU), begins at the end of fiscal 2018.”

“Both sides would benefit if Israel recognized it cannot permanently occupy Palestinian land and if Palestinians rejected incitement and recognized Israel's legitimacy, U.S. President Barack Obama told the United Nations on Tuesday. Obama's efforts to bring about an Israeli-Palestinian peace agreement have failed over the nearly eight years he has been in the White House, with the latest push by U.S. Secretary of State John Kerry collapsing in 2014. U.S. officials have held out the possibility Obama could lay out the rough outlines of a deal – ‘parameters’ in diplomatic parlance - after the Nov. 8 presidential election and before he leaves office in January, but many analysts doubt this would have much effect.”

Lawmakers and congressional staff had been preparing to bring up the Caesar Syria Civilian Protection Act this week and pass it out of the House with relative ease. The bill, named after a Syrian defector who presented the world with 55,000 pictures documenting Assad’s mass torture and murder of civilians in custody, has more than 50 co-sponsors, a majority of whom are Democrats.”
CNN: US Forces Nearly Ready To Help Iraq Push To Retake Mosul
“US forces will be ready within weeks to help Iraqi forces in their battle to retake Mosul from ISIS, according to Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff. ‘Our job is to actually help the Iraqis generate the forces and the support necessary for operations in Mosul and we'll be ready for that in October,’ Dunford told a small group of reporters traveling with him. The city, Iraq's second-largest, is ISIS' last significant stronghold in the country. It and Syria's Raqqa -- the group's self-declared capital -- are the major targets left for the US-led coalition to take back from its control. Dunford's statement is the clearest sign from a senior US military official that the military battle for Mosul could soon begin once the Iraqis make the political decision to proceed. It also means the battle for Mosul may be raging during the US presidential election, with US forces facing dangers on the battlefield. Those troops might also be called upon to help begin providing humanitarian aid.”

“US President Barack Obama has announced a pledge by 50 nations to take in 360,000 refugees from war-torn countries this year. He told the United Nations General Assembly that world leaders, notably Germany and Canada, have vowed to double the number from last year. ‘We are facing a crisis of epic proportion,’ Mr Obama said. About 21 million refugees have been forced to flee their countries due to conflict or persecution, the UN says. Nine million people alone have been displaced by the six-year conflict in Syria while more than four million others have fled the war-torn country. ‘We cannot avert our eyes or turn our backs. To slam the door in the face of these families would betray our deepest values,’ he added.”

BBC: Newspaper Headlines: Syria 'New Low' And Cataract Op 'Lottery'
“In the Guardian's eyes, the attack on a UN aid convoy in Syria is a ‘new low’ in the five-year civil war. It says the humanitarian initiative had been agreed by all parties and the convoy was clearly marked. The paper thinks the Syrian regime is enjoying a sense of utter impunity and it was not willing to tolerate the prospect of rebel areas receiving relief, whatever promises had been made. Con Coughlin, writing in the Daily Telegraph, thinks the bombing shows how weak the US is. He argues that a decade ago not even Russia would have dared to attack an aid convoy which had been dispatched under US backing, because this would have risked provoking a devastating military response from Washington.”

Reuters: Two Turkish Soldiers Die In Blast On Syrian Border: Sources
“Two Turkish soldiers were killed on Tuesday by an explosion during the construction of a wall along the Syrian border, near where the military is conducting an operation against Islamic State and Kurdish fighters, military sources said. They said the blast, in the Turkish district of Karkamis, was caused by either a landmine or an improvised explosive device. Earlier security sources and Turkish media had said the soldiers died during the ‘Euphrates Shield’ operation, itself in northern Syria. The security sources said the soldiers were wounded in the blast and then transported to a hospital in the Turkish city of Gaziantep where they later died. The Euphrates Shield operation initially targeted IS militias, but most of the focus since has been on checking the advance of U.S.-backed Syrian Kurdish fighters.”
Reuters: Turkey Kills Four Kurdish Militants In North Iraq - Army Sources
“Turkish armed forces shelled a Kurdish militant target in northern Iraq on Tuesday and killed four rebels, military sources said. The Turkish army regularly conducts cross-border air operations against the Kurdistan Workers Party (PKK) in Iraq's mountainous north, where the rebels are based. The PKK took up arms against Turkey in 1984. The sources said unmanned aerial vehicles determined the shelling also wounded a fifth PKK fighter and destroyed weapon depots in an area across from Turkey's Sirnak province, which borders the semi-autonomous region of Iraqi Kurdistan. Iraqi Kurdish authorities, as well as central government officials in Baghdad, have slammed Turkey for such cross-border activities against the PKK in the past, saying it violates the country's territorial sovereignty.”

“President Recep Tayyip Erdogan of Turkey defended his decision to send ground troops into Syria on Tuesday, saying that his military’s incursion had helped establish ‘peace, balance and stability in a region taken over by hopelessness.’ Mr. Erdogan urged world leaders gathered in New York for the United Nations General Assembly to find an immediate political solution to the Syrian crisis that does not tolerate the ‘starve-or-surrender policy’ employed by the Syrian government against opponents of President Bashar al-Assad. ‘We cannot lose more time to realize the political resolution process and end the root of the problem, which is the fighting in Syria,’ Mr. Erdogan said, citing ‘terror’and an ‘atmosphere of cruelty.’”

Associated Press: Yemen Rebels Call For Donations After Central Bank Relocated
“The leader of the Yemen's Houthi rebels has called for donations after the government ordered the central bank relocated from the rebel-held capital to the southern port city of Aden. In a televised speech from his hideout on Tuesday, Abdul-Malek al-Houthi called on people to resist the ‘starvation’ of Yemen, saying ‘we want to teach these idiots a lesson.’ His remarks came two days after exiled President Abed Rabbo Mansour Hadi ordered the relocation of the bank to Aden, which is controlled by his forces. That would deprive the Houthis of Yemen's limited oil revenues and further cripple the economy in the rebel-held north.”

“A popular American English teacher was taken from his school in Yemen's capital, Sana'a, on Tuesday by gunmen wearing civilian clothes, students said. Peter Willems is principal of the Exceed Language Center. Students say gunmen surrounded the school while others burst into the building and took Willems to an undisclosed location. Reports say the gunmen are Houthi rebels, who control the capital. No one has claimed responsibility, and it is unclear if Willens was arrested or kidnapped. Some of the students are reported to be in a panic.”

The Jerusalem Post: Sisi Urges Israel To End Regional Instability By Making Peace With The Palestinians
“Egyptian President Abdel Fattah al-Sisi spontaneously issued a direct appeal to Israelis to make peace with the Palestinians during his Tuesday address to the United Nations General Assembly in New York. ‘Permit me to deviate from the written statement .. to address an appeal to the Israeli leadership and Israeli people,’ Sisi said. In the same way that Israel made peace with Egypt in 1978, it should now end its conflict with the Palestinians, Sisi said. ‘The Egyptian experience is wonderful and unique and can be repeated by solving the problem of the Palestinians.’Sisi said. It’s the second time this year that Sisi has spontaneously called on Israel to make peace during a public address.”

Associated Press: Israel: Palestinian Killed After Attempted Stabbing
“Israel's military said its troops shot and killed a knife-wielding Palestinian on Tuesday who tried to stab a soldier at the entrance to a village near the West Bank city of Hebron. The Palestinian Health Ministry identified the Palestinian as 16-year-old Issa Tarayreh of the village of Bani Naim. The Israeli military said it has imposed restrictions on movement in and out of the village since Friday, when a Palestinian from the village rammed his car into Israeli civilians in the West Bank. The army initially imposed a complete closure on the village, except for humanitarian cases, and since Sunday has prohibited Palestinians between the ages of 15 and 30 from leaving.”

Reuters: Air Strike Kills Civilians In Central Libya -Doctor, Eyewitness
“At least nine civilians including women and children were killed in an air strike near an oasis town in central Libya on Tuesday, a hospital doctor and local officials said. The identity of the war planes responsible for the strike near Houn could not be confirmed. Armed groups loyal to factions based in eastern and western Libya operate nearby. A spokesman for forces loyal to Libya's eastern government said war planes from the western city of Misrata had carried out the strike as they tried to target a rival brigade that had recently been in the area. But an air force spokesman in Misrata, Mohamed Gonono, denied the claim. ‘Our air force did not reach that area,’ he said. ‘We only conducted reconnaissance in the coastal region.’”
Associated Press: Italians, Canadian Abducted In Libya, North Koreans Freed
“Libyan authorities said Tuesday they were searching for two Italians and a Canadian abducted at gunpoint near the Algerian border, while another official said three North Koreans kidnapped more than a year ago have been freed from Islamic State group militants. Libya slid into chaos following the 2011 uprising that toppled and killed longtime dictator Moammar Gadhafi. Much of the country is ruled by a patchwork of local and tribal militias, and Islamic militants have also gained a foothold there. The Italians and the Canadian were abducted at gunpoint Monday on the highway between Ghat and Ubari, in the southwest desert, according to the Ghat municipal council.”

“Amid an ongoing offensive by Nigerian forces against Boko Haram, the militants beheaded a village chief and his son in the northeastern Borno State on Monday (19 September), the latest in a series of attacks on innocent villagers. The same day, the Islamic State (Isis)-linked terrorist group also killed six civilians travelling in a military-protected convoy near Maiduguri. The two attacks came a day after an attack on Christians returning from their Sunday church service in Kwamjilari village. At least eight Christians were reported to have been killed in the incident, survivors of the attack who fled to the nearby town of Chibok said.”

The Wall Street Journal: U.K. Fight In Syria Hampered By Dearth Of Local Allies, Report Says
“The U.K. military is making progress in its fight against Islamic State in Iraq, but the campaign in Syria is being complicated by a lack of partners on the ground, a panel of British lawmakers found. In a report due to be published Wednesday in the U.K., the cross-party parliamentary defense committee also said the government needs to focus on how to counter new threats linked to the Islamist militant group also known as Daesh or ISIS, both in terms of countries that it might migrate to as well as in Syria where other dangerous Islamist groups are planning to take control.”
RT: UK Commits Troops To Train Egyptian Military In Counter-Terrorism Tactics
“British troops will continue to train the Egyptian Armed Forces (EAF) to tackle terrorism and improvised explosive devices (IEDs), Defence Secretary Michael Fallon has said during a visit to Cairo. “A woman and a man from London have been charged with terrorism offences. Ayfer Yildiz, 45, of St John's Wood, was charged with two counts of encouraging others to commit a terrorist offence. In a separate prosecution, Alaettin Kalender, 50, from Hackney, has been charged with possessing information useful for terrorist purposes. The pair will appear at Westminster Magistrates Court on 4 October. Ms Yildiz is accused of distributing two editions of a terrorist publication named Yuruyus in January.”

Associated Press: 8 New Arrests In France Truck Attack That Killed 86 In Nice
“French authorities have made eight new arrests in connection with the Bastille Day truck attack in Nice that left 86 people dead, the Paris prosecutor's office said Tuesday. The office said the suspects detained Monday were French and Tunisian and had links to the attacker, Mohamed Lahouaiej Bouhlel, who plowed a 19-ton truck down Nice's Promenade des Anglais and into a crowd assembled for a July 14 fireworks display. All eight were arrested in the Alpes-Maritimes region in the southeastern corner of France that includes Nice. At least five people already face preliminary terrorism charges in the attack, and are accused of helping Bouhlel obtain a pistol and providing other support.”

The Wall Street Journal: EU Sets Up Bloc-Wide Antiterror Sanctions
“The European Union agreed to new steps Tuesday to stem the terror threat in the bloc by imposing sanctions on people linked to or supporting Islamic State and the al Qaeda terrorist group. After the Paris attacks of November 2015, EU governments pledged new measures to tackle Islamic State, including its sources of funding. A series of terrorist attacks have taken place in Europe in the months since. The new measures will enable the EU, as a whole, to place an asset freeze or travel ban on people and entities linked to the two groups.”

Akhbar Alaan: ISIS Sells Oil Truckload For Roughly $2000
“Since ISIS's funding sources diminished, following the bombardment of several sites, mainly in Mosul, where it used to keep millions of dollars, the terror group has lost control over some important oil fields. Recently, it lost most of the oil wells in Qayyarah, in addition to the loss of personnel responsible for smuggling oil into areas subject to ISIS's control in Iraq and Syria. Based on information from government security and military sources in Baghdad, Nineveh and Anbar, ISIS still maintains control over several oil wells, especially in the northern part of the Qayyarah district, which is yet to be liberated by Iraqi forces. After losing control of important oil fields, ISIS's oil sales dropped to just five truckloads per day, after previously selling 50 truckloads daily. The price of a single oil truckload currently being charged by ISIS is estimated at approximately $2000, down from $6000. This decline is due to the growing concerns among local dealers regarding the risks, amid the advancement of the Iraqi army.”

“Egyptian writer Dandrawy Elhawary claimed that "the sex trade and relations which do not violate the law of Allah" is the slogan of the Brotherhood and its allies from Ansar Beit al-Maqdis, ISIS and Nusra Front. He stressed that {the sex industry} is the most important source of funding for these groups. The writer previously asserted that the Brotherhood had launched pornographic websites. This move came after 2004, when the group decided to apply the theory of "political sex" to deflect public opinion from their planned schemes. Elhawary added that, at that time, the group dispatched a group of its cadres to France for training and studying the theory of "political sex". The training was provided by a French Intelligence officer who later prepared a report, currently in the hands of French Intelligence, claiming that the Muslim Brotherhood owns 50% of the world's porno websites. These websites yield enormous profits for the group.”

“Private sources from within the Muslim Brotherhood have revealed that the activists belonging to the 'group of change' who refer to themselves as "The Third Foundation Movement" hacked the e-mail accounts of some veteran leaders, including acting Deputy Guide Mahmoud Ezzat. They leaked several important documents which shed light on the current state of the group. The sources disclosed that the leaked documents included correspondence undertaken by the veteran leaders with individuals inside and outside Egypt. The documents focus in particular on funding activities and sources of financial support. They also include details on the re-organization process undertaken recently by Ezzat, as well as how {he intends} to cope with the Youth Front, change and rebellion groups, as well as protest movements raging inside the Brotherhood.”

“Houthi leader, Abdul-Malik al-Houthi, commented on the decision by the Yemeni President to transfer {the headquarters of} the Central Bank of Yemen to Aden, saying: "The decision came as part of a US move to lay siege on the Yemeni people." Al-Houthi stated, in a speech delivered Tuesday evening, that his group has evidence that the decision against the Central Bank came as the USA is seeking to harm all of the Yemeni people. The leader of the group also called on the "Yemeni people" to show solidarity with the Central Bank and to cooperate with it by donating even small sums of 50 riyals ($0.2) or 100 riyals ($0.4). He also vowed that the Bank would stand firm and never collapse.”
