A memo produced by the US House Intelligence Committee has been made public, and alleges that there was abuse of a surveillance program.
In a statement, the Chairman of the Intelligence Committee – Devin Nunes – said the document showed bias at the Department of Justice (DOJ).
“The Committee has discovered serious violations of the public trust, and the American people have a right to know when officials in crucial institutions are abusing their authority for political purposes.”
As noted by The Hill, “The memo accuses senior officials at the Department of Justice of inappropriately using a piece of opposition research into Trump during the presidential race to obtain surveillance warrants on transition team members as part of the federal investigation into the Trump campaign and Russia.”
Additionally, “According to the document, information from the so-called Steele dossier was “essential” to the acquisition of surveillance warrants on Trump campaign aide Carter Page. It claims that then-Deputy FBI Director Andrew McCabe told the committee in December that without the information from the Steele dossier, no surveillance warrant for Page would have been sought.”

Many Republicans say the Memo raises doubts about how the ‘Russia investigation’ got underway, and whether the top leadership of the DOJ/FBI can be trusted. By contrast, many Democrats are saying it is a politically-motivated document.
A notable aspect of the Memo is the claim that Christopher Steele was known by the FBI to have had a strong bias against Trump – even saying he “was desperate that Donald Trump not get elected and was passionate about him not being president,” but didn’t convey that bias to the FISA court (which could have impacted their approval of wiretaps in the first place).

“Earlier today, President Donald J. Trump declassified a memorandum from the House Permanent Select Committee on Intelligence. The memorandum raises serious concerns about the integrity of decisions made at the highest levels of the Department of Justice and the FBI to use the Government’s most intrusive surveillance tools against American citizens.
This decision was made with input from the President’s national security team—including law enforcement officials and members of the intelligence community, for whom the President has great respect. He is especially grateful to the hardworking rank-and-file public servants who work every day to keep America safe and uphold our laws while protecting the constitutional rights of all Americans.
Minority members of the Committee have reportedly drafted a separate memorandum. The Administration stands ready to work with Congress to accommodate oversight requests consistent with applicable standards, including the need to protect intelligence sources and methods.”
