This was one of a number of measures which would be discussed during the second 'Friends of Syria' meeting, which Erdogan said would take place in Istanbul on April 2 ... The surge in the number of refugees has already caused speculation that Turkey might dispatch its military to Syria to establish a buffer zone where civilians could find safety and humanitarian assistance without crossing the border. However, such an intervention would be highly provocative, not least because Syrian rebels would probably use the zone as a safe haven. The latter paragraph comes from a Turkish paper. Turkish troops on Syrian soil shielding Syrian rebels will lead to an armed confrontation, accidentally or on purpose. Turkey is a NATO member. Such an attack should not trigger Article V of the Atlantic Treaty, but considering that regime change was implemented in Libya under the guise of a No Fly Zone, Sarkozy, Cameron, Obama and Merkel, with the urging of the House of Saud and the Al-Thanis in Qatar, will try to spin it that way.
