Corporal Nathan Cirillo was killed by a jihadist on Parliament Hill on October 22, 2014. Shortly after, Ottawa Police Chief Bordeleau sent a message of support to Muslim organizations that have transferred money to Hamas fund collector in the past. The same day, a terrorist praised by Hamas rammed his car into a crowd of commuters in Jerusalem, killing a three-month old infant and injuring seven others.


On October 22, 2014, shortly after Corporal Nathan Cirillo was killed by a jihadist on Parliament Hill, Ottawa Police Chief Bordeleau sent a message to Muslim leaders in the city to reassure them and invite them to contact the Ottawa Police Service if they fear “backlash.”

Sikander Hashmi, the Imam of the Kanata Muslim Association, acknowledged receiving the message from the Ottawa Police Chief and reproduced it on Twitter (also Archive.Today).
JihadWatch archived Hashmi’s Twitter message and added the following comments:
« The politically correct Ottawa Police Chief seems to have imbibed the lesson well: after every jihad attack, Muslims are the victims, and need special reassurances. Of course, there should be no “backlash” against any innocent people and almost certainly won’t be, but this endless pandering is grotesque. Who is reassuring non-Muslims about keeping them safe from jihad attacks? Who is calling upon Muslim leaders in Canada or anywhere else to back up their condemnations of jihad terror with real action against it, including programs to teach young Muslims to reject that understanding of Islam? »
On August 26, 2010, political correctness also led the Ottawa Police Service and the RCMP to hold a meeting to apologize for arresting Muslims suspected of terrorism during Ramadan.

At the time, both police services were criticized and Prime Minister Harper declared that “There is one law for all Canadians, and no religious group should expect special treatment when it comes to enforcement of the law.”

In July 2014, Hiva Mohammad Alizadeh and Misbahuddin Ahmed, who were arrested during Ramadan 2010, were found guilty on various terrorism charges.

As far as we can tell, the Ottawa Police Service (OPS) has not published the full list of addressees who received Chief Bordeleau’s message. However, it is reasonable to think that the Police Chief sent his message to the Muslim Association of Canada (MAC), the National Council of Canadian Muslims (NCCM) and others with whom the OPS is engaged in regular “bridge building” and “outreach” activities.

Many Muslim leaders involved in these “bridge building” activities with the Ottawa Police Service lead organizations that are an integral part of the Hamas support network in Canada. On July 16, 2013, Hamas threatened to launch terrorist attacks in countries where Israel embassies are located. These threats are identical to those that incited Martin Ahmad Rouleau and Michael Zehaf-Bibeau to kill Warrant Officer Patrice Vincent in Saint-Jean and Corporal Nathan Cirillo in Ottawa.

The Islamist organizations that are “building bridges” with Chief Bordeleau also frequently invite radical preachers who directly contribute to the radicalization of the Muslim community.

Hamas leaders have frequently advocated the Islamic conquest of the West in the past (2006200820112012). In 2011, for example, Hamas leader Mahmoud Al-Zahhar said on TV that Western civilization “will not be able to withstand the great and glorious Islam.”

Hamas is also engaged in the destruction of the state of Israel, of course, as stated in its charter. On the very day that Chief Bordeleau sent a message of support to organizations that have transferred money to Hamas fund collector IRFAN-Canada in the past, a terrorist praised by Hamas rammed his car into a crowd of commuters in Jerusalem, killing a three-month old infant and injuring seven others. By choosing to give legitimacy to the infrastructure that supports Hamas in Canada, Chief Bordeleau is increasing the problem that he should be trying to solve.

Kanata Muslim Association

Sikander Hashmi, who first mentioned the message sent by Chief Bordeleau on Twitter, is the Imam of the Kanata Muslim Association since June 2014. The KMA is one of many organizations linked to the Muslim Brotherhood infrastructure in Ottawa.

According to its financial reports sent to the Canada Revenue Agency, the KMA transferred money to Hamas fund collector, IRFAN-Canada, in 2010.

As early as 2004, then Opposition MP Stockwell Day and others warned about the threat posed by Hamas fund collector IRFAN. In 2007, a U.S. tribunal stated that IRFAN was a front for Hamas in Canada (subsection VIII).

In April 2011, IRFAN’s charitable status was revoked after the Canada Revenue Agency concluded that, for the 2005-2009 period alone, it transferred $14.6 million to Hamas. In 2014, the Government of Canada listed IRFAN as a terrorist organization.

In recent years, most of the KMA’s money transfers went to Human Concern International / HCI (2009 – $700 / 2010 – $10,000 / 2012 – $1,395 / 2013 – $1,000).

Ahmed Said Khadr led HCI’s branch in Pakistan in the early 2000s and was killed in 2003 while fighting for al-Qaeda. Today, Khadr is being praised by al-Qaeda as a martyr. HCI also transferred $29,700 to the now-declared terrorist organization IRFAN in 2004. HCI frequently sponsored radical activities in Canada, including the visit of the Jamaat-e-Islami (JEI) leader Qazi Hussain Ahmad in 2008. That year, Canadian Immigration authorities refused to grant Ahmad a visa.

JEI’s main message has been summarized by its founder Syed Maududi in his book Jihad in Islam:
“Islam wishes to destroy all States and Governments anywhere on the face of the earth which are opposed to the ideology and programme of Islam regardless of the country or the Nation that rules it … Islam requires the earth – not just a portion – but the whole planet.”
The Kanata Muslim Association has also transferred money to the Islamic Circle of North America (ICNA) in the past. ICNA is also linked to the Pakistani Jamaat-e-Islami. It distributes books, such as Jihad in Islam, advocating the destruction of all non-Muslim states and governments.
Ottawa Police Chief Bordeleau’s message is also available in HTML version on the Facebook page of Muslim Link, the main Muslim Brotherhood-linked news website in Ottawa.

Assunnah Muslims Association

On January 24, 2013, Chief Bordeleau met with Jalil Marhnouj, vice president of the Assunnah Muslims Association, and other leaders linked with the Muslim Brotherhood infrastructure in Canada “in an effort to build an understanding and create a dialogue that focuses upon mutual interests.”
In 2007, 2008, and 2009, the Assunnah Muslims Association transferred $29,880 to IRFAN, the terrorist organization Hamas fund collector in Canada.

National Council of Canadian Muslims

In spite of the National Council of Canadian Muslims’ links with Hamas, recently highlighted by PM Harper’s spokesperson, the Ottawa Police Service has maintained an extensive collaboration with the Islamist lobby. According to a testimony by former Ottawa Police Chief Bevan (Archive.Today) in front of a Senate Committee in 2005, the NCCM (formerly known as CAIR-CAN) is training Ottawa Police officers since February 2002.
