Working as an assistant professor at the Graduate School of Public and International Affairs in Ottawa, Juneau said security officials in Canada and academics who specialize in these issues have been saying for years it's not a matter of if, but a matter of when.
"In a sense, I think it was predictable that this would happen. It's not a surprise, but the timing, nobody was able to predict, or the form of the attack," Juneau said from his home in Gatineau, Quebec.
As for what this means for Canada's security, Juneau said that's the million-dollar question, but it's important not to jump to any conclusions since it's not known who is responsible for the attack.
One thing Juneau finds concerning is that the attack was very simple in terms of logistics and planning, providing few opportunities for security services to ever prevent such violence.
"The fact is that the Islamic State in the last few months, they've been calling on their followers to do these less sensational, less flashy attacks," Juneau said, noting security at Parliament Hill is tighter than it used to be.
"We just don't know what the nature of this event is, but I tend to have a middle ground in terms of not understanding the threat, but not underestimating it either."
