Law enforcement ignores New Black Panther Party Islamist fatwa on the head of George Zimmerman.

Our concern here is that the New Black Panther Party (NBPP) has issued a fatwa, an Islamist order or command, calling for the unlawful capture (kidnapping) of a citizen who had no outstanding arrest warrant. 

The NBPP illegitimate reward offer for a kidnapping is something you see in the Middle East Arabic world not in America.  And it should NOT be tolerated by law enforcement in the way that it has. 

The New Black Panther web site continues to read “Members of the New Black Panther Party are offering a $10,000 reward for the "capture" of George Zimmerman, leader Mikhail Muhammad announced during a protest in Sanford.” 

Florida Statute 777.04 Attempts, solicitation, and conspiracy.  "(2) A person who solicits another to commit an offense prohibited by law and in the course of such solicitation commands, encourages, hires, or requests another person to engage in specific conduct which would constitute such offense or an attempt to commit such offense commits the offense of criminal solicitation, ranked for purposes of sentencing as provided in subsection."  Full statute posted below.

The New Black Panther Party (NBPP) spokesperson Mikhail Muhammad’s announcement during a protest in Sanford and the bounty posted on the NBPP web site allegedly violates FS 777.04 by offering $10,000 to anyone who violates the law by kidnapping George Zimmerman.  Kidnapping is a First Degree Felony in Florida.

Furthermore, Malik Zulu Shabazz statements captured in the accompanying CNN video and interview posted below make it clear that the NBPP has malice for the law and George Zimmerman’s life.

The bounty, fatwa, offer to kidnap continues to be posted online even though George Zimmerman has been arrested.  The NBPP’s illicit criminal solicitation should be dealt with now that the main issue has been addressed by law enforcement.

The New Black Panther Party is an Islamist extremist organization which operates under the spiritual practices of The Nation of Islam (NOI).  Most NBPP members are also members of the Nation of Islam.  While Nation of Islam (NOI) minister Khalid Abdul Muhammad was the national chairman of the NBPP from the late 1990s until his death in 2001, the group attracted many breakaway members of the NOI. The NBPP is currently led by Malik Zulu Shabazz.   NBPP holds Khalid Abdul Muhammad as the de facto father of the movement.

According to the Anti-Defamation LeagueThe NOI's relationship with the New Black Panther Party began to solidify in 2005, when Farrakhan announced that Malik Zulu Shabazz, the group's anti-Semitic National Chairman, would co-convene the NOI's Millions More Movement rally commemorating the 10th Anniversary Million Man March. Since then, Shabazz has appeared with the NOI on several occasions (he also wrote the forward to the NOI's anti-Semitic book, The Synagogue of Satan).” 

Tragically, law enforcement at all levels is ignoring the NBPP alleged violation of Florida Statute 777.04 regarding criminal solicitation.  This omission of their law enforcement commission sets a DANGEROUS PRECENDENT.  Allowing Islamist extremists to solicit criminal behavior at this publicity level without remedy of the law diminishes every American’s sense of public safety. 

It is highly unlikely that the FBI under Attorney General Eric Holder and President Barack Obama will do anything about the NBPP reward offered for the “safe” kidnapping of Mr. Zimmerman.  However, state and local law enforcement officials have the authority to arrest anyone for crimes committed in their Florida jurisdictions.

Florida Family Association has prepared an email for you to send asking State Attorney Norman Wolfinger, Sanford Chief of Police Bill Lee, Florida Department of Law Enforcement Commissioner Gerald Bailey and Florida Governor Rick Scott to investigate the NBPP for allegedly violating Florida’s criminal solicitation statute and file appropriate charges.

These Florida law enforcement officials have the authority to bring charges without regard for the disregard by the Obama administration.

New Black Panther Malik Zulu Shabazz Speaks with YBW'S Doshon Farad To Clear up Controversy About $10,000 Reward

On February 26th, 2012 in Sanford, FL., 17 year old Trayvon Martin, a young black man, was shot and killed while visiting his father’s fiancé in a gated community. The killer was 28 year old George Zimmerman, a white Hispanic block captain who claimed that he shot Martin in self defense while making a routine patrol in the area. During a 911 call to police, while following him, he described Trayvon as “wearing a hoody” and looking “suspicious”. During the call, Zimmerman ignored the instruction from a 911 dispatcher that he stop following the boy, left his truck and went to look for Martin.
Afterwards, an apparent struggle ensued between him and Martin which resulted in the death of the 17 year old. To date, police still have not charged or arrested Zimmerman. This decision has invoked national outraged from citizens and human rights organizations alike. Trayvon’s parents and supporters are demanding that the Justice Department charge Zimmerman with a federal hate crime asserting that the young man was killed as result of racial profiling.
Last week, Zimmerman dropped off the radar, many believe to evade arrest or physical harm. On Saturday March 24th, the Washington D.C. based New Black Panther Party (NBPP) announced on CNN that it, along with many people across the country, was offering a $10,000 reward for the safe capture and citizen’s arrest of George Zimmerman. NBPP National Chairman Malik Zulu Shabazz sat down with Your Black World for an exclusive interview to explain this controversial action that has raised many eyebrows. (Malik Zulu Shabazz is a Washington,D.C. based Criminal Defense Attorney. He has headed the New Black Panther Party since 2001).
YBW: What is the reason for the NBPP offering a bounty for George Zimmerman? And is it legal?
MZS: The NBPP did not put out a bounty. We put out an offer/reward and collected moneys from the churches and broader community in Florida who had been offering the same thing. And they came to us for help in raising the money to reward someone for making a legal citizen’s arrest because there’s a felon on the loose of whom we have probable cause and reasonable suspicion that he has committed a serious felony. And that is the murder of Trayvon Martin. We did it reluctantly. We want the authorities such as the Justice Department, the State of Florida, and the local police to do their job. But it’s very difficult for us to sit back and see our mothers and grandmothers in pain over a manifest injustice while a killer walks the streets and we stand idly by. This is hard to do.
YBW: Do you confirm or deny allegations that the NBPP is advocating vigilante justice?
MZS: Well our reading of the Florida Common Law and other relevant statutes tell us that a citizen has a legal right to make a citizen’s arrest, again when there’s probable cause or reasonable suspicion that a felony has been committed. And it’s clear that the police are in cahoots with the criminal here (George Zimmerman) ever since the night Trayvon was shot and killed. And so no, we’re not advocating vigilantism, but we are going to be vigilante and stay tough on this case for justice.
YBW: Mr. Zimmerman recently, as we’re sure you’re aware of, seems to have gone into hiding. It was also reported that his father is a retired Virginia judge. Do you believe that people in high places of authority are helping to hide Mr.Zimmerman?
MZS: Yes. I don’t know for certain. But I think it’s obvious that there are people in high places who are concealing him. If this is so, it’s really ridiculous and it’s a slap in the face of black people as well as the 75% of Americans who are saying that he should be arrested. We’ll see how long this plays out.
YBW: There‘s a concern by many that your organization offering a reward for Mr. Zimmerman’s capture is in fact endangering his life.
MZS: How so?
YBW: Say for example there may be a zealot or a person who is gung-ho, in the background, hearing about a $10,000 reward for Zimmerman, who may try to physically harm him or worse while apprehending him. And people say that his blood is on your hands. How would the NBPP deal with such a scenario?
MZS: Let me ask you one question. Why are we worried about Zimmerman? We should be worried about Trayvon Martin and his family. I’m not worried about Zimmerman. He has obviously hidden himself. Why are we so worried about him?
YBW: How is the reward money being raised?
MZS: Most of it is coming from the community in Florida, specifically from residents and citizens who say that police have been treating them unfairly for years. And they wanted to do something that would accelerate the arrest of Zimmerman. The money is also being raised by community activists. Its only $10,000. It should be more.
YBW: That brings us to our next question about the reward amount. We’ve seen news reports saying that it’s been raised and or will be raised to $1 Million. Is this true?
MZS: Not as of yet, but hopefully soon. There have been so many attacks on our reward that I don’t know how much it will rise. But I must reemphasize that the attacks and criticisms should not be on the NBPP. They should be against the police department. If they were doing their job we wouldn’t have to mention a reward. The focus should be on Zimmerman and the police department. We’re just black men and women who believe that justice has to be done. And where racist law enforcement agencies will not do justice then the Constitution gives us legal rights to assist in seeing that it is done. And if Zimmerman is arrested by a citizen and the police decide to free him, let them be bold enough to do it in front of the whole World.
YBW: Although Zimmerman was not a law enforcement officer many have said that he was behaving in that capacity when he shot Trayvon. Do you believe that the reward for his arrest will deter others in law enforcement from racially profiling blacks and Latinos, specifically black and Latino men?
MZS: Let me clarify that I have not personally offered any reward. This instead is a joint effort by the NBPP and the Florida community to offer a reward. And I would say that the war against police brutality is multifaceted. The effort to end it must be taken on all fronts. And so this is one of the measures that would help in the future. We have to stop law enforcement, neighborhood watch, and other racists from hunting us down like we’re criminals simply because we’re wearing hoods or really because we’re black. So we’ll see. Obviously this has opened up a new discussion and a new chapter. And whatever God is using us to do in this hour; we’ll just have to accept it. I want black people to know that the NBPP and Dr. Malik Zulu Shabazz are the friends, lovers, helpers, and servants of the black community. I caution you not to believe the negative things that they say about the Party. Please know that we’re some sincere brothers and sisters who want justice. And we’re not at all eager to compromise justice in the face of injustice.

Chapter 777
PRINCIPAL; ACCESSORY; ATTEMPT; SOLICITATION; CONSPIRACY
 777.04Attempts, solicitation, and conspiracy.
 (1)A person who attempts to commit an offense prohibited by law and in such attempt does any act toward the commission of such offense, but fails in the perpetration or is intercepted or prevented in the execution thereof, commits the offense of criminal attempt, ranked for purposes of sentencing as provided in subsection (4). Criminal attempt includes the act of an adult who, with intent to commit an offense prohibited by law, allures, seduces, coaxes, or induces a child under the age of 12 to engage in an offense prohibited by law.
 (2)A person who solicits another to commit an offense prohibited by law and in the course of such solicitation commands, encourages, hires, or requests another person to engage in specific conduct which would constitute such offense or an attempt to commit such offense commits the offense of criminal solicitation, ranked for purposes of sentencing as provided in subsection (4).
 (3)A person who agrees, conspires, combines, or confederates with another person or persons to commit any offense commits the offense of criminal conspiracy, ranked for purposes of sentencing as provided in subsection (4).
 (4)(a)Except as otherwise provided in ss. 104.091(2), 379.2431(1), 828.125(2), 849.25(4), 893.135(5), and 921.0022, the offense of criminal attempt, criminal solicitation, or criminal conspiracy is ranked for purposes of sentencing under chapter 921 and determining incentive gain-time eligibility under chapter 944 one level below the ranking under s. 921.0022 or s. 921.0023 of the offense attempted, solicited, or conspired to. If the criminal attempt, criminal solicitation, or criminal conspiracy is of an offense ranked in level 1 or level 2 under s. 921.0022 or s. 921.0023, such offense is a misdemeanor of the first degree, punishable as provided in s. 775.082 or s. 775.083.
 (b)If the offense attempted, solicited, or conspired to is a capital felony, the offense of criminal attempt, criminal solicitation, or criminal conspiracy is a felony of the first degree, punishable as provided in s. 775.082, s. 775.083, or s. 775.084.
 (c)Except as otherwise provided in s. 893.135(5), if the offense attempted, solicited, or conspired to is a life felony or a felony of the first degree, the offense of criminal attempt, criminal solicitation, or criminal conspiracy is a felony of the second degree, punishable as provided in s. 775.082, s. 775.083, or s. 775.084.
 (d)Except as otherwise provided in s. 104.091(2), s. 379.2431(1), s. 828.125(2), or s. 849.25(4), if the offense attempted, solicited, or conspired to is a:
 1.Felony of the second degree;
 2.Burglary that is a felony of the third degree; or
 3.Felony of the third degree ranked in level 3, 4, 5, 6, 7, 8, 9, or 10 under s. 921.0022 or s. 921.0023,
the offense of criminal attempt, criminal solicitation, or criminal conspiracy is a felony of the third degree, punishable as provided in s. 775.082, s. 775.083, or s. 775.084.
 (e)Except as otherwise provided in s. 104.091(2), s. 379.2431(1), s. 849.25(4), or paragraph (d), if the offense attempted, solicited, or conspired to is a felony of the third degree, the offense of criminal attempt, criminal solicitation, or criminal conspiracy is a misdemeanor of the first degree, punishable as provided in s. 775.082 or s. 775.083.
 (f)Except as otherwise provided in s. 104.091(2), if the offense attempted, solicited, or conspired to is a misdemeanor of the first or second degree, the offense of criminal attempt, criminal solicitation, or criminal conspiracy is a misdemeanor of the second degree, punishable as provided in s. 775.082 or s. 775.083.
 (5)It is a defense to a charge of criminal attempt, criminal solicitation, or criminal conspiracy that, under circumstances manifesting a complete and voluntary renunciation of his or her criminal purpose, the defendant:
 (a)Abandoned his or her attempt to commit the offense or otherwise prevented its commission;
 (b)After soliciting another person to commit an offense, persuaded such other person not to do so or otherwise prevented commission of the offense; or
 (c)After conspiring with one or more persons to commit an offense, persuaded such persons not to do so or otherwise prevented commission of the offense.
