Overseas Contingency Operation Is The New Global War on Terror

The end of the Global War on Terror, or at least the use of that phrase,

has been codified at the Pentagon. Reports that the phrase was being

retired have been circulating for some time amongst senior

administration officials, and this morning speechwriters and other

staff were notified via this e-mail to use “Overseas Contingency

Operation” instead.


“Recently, in a LtGen [John] Bergman, USMC, statement for the
25 March [congressional]
hearing, OMB required that the following

change be made before going to the Hill,” Dave Riedel, of the
Office of Security Review, wrote in an e-mail.


“OMB says: ‘This Administration prefers to avoid using the term
“Long War” or “Global War
on Terror” [GWOT]. Please use “Overseas

Contingency Operation.’”


Riedel asked recipients to “Please pass on to your speech writers and try to

catch this change before the statements make it to OMB.”


An OMB spokesman took issue with the interpretation of OMB’s
wishes. “There was no
memo, no guidance,” said Kenneth Baer. “This is

the opinion of a career civil servant.”


Referring to the phrase “global war on terror,” Baer said, “I have no

reason to believe that would be stricken” from Hill testimony.

UK - Terrorists Could Launch Dirty Bomb Attack

It is becoming “more realistic” that terrorists could get hold of chemical,

biological and nuclear weapons to attack the United Kingdom, the British

Home Office said today. The warning was included in an updated

counter-terrorism strategy designed to tackle what Home Office
officials
called an evolving terrorist threat.


Rather than acquiring a nuclear warhead, British officials worry more

that terrorists could gather radioactive material to build a so-called

“dirty-bomb.” That risk has existed for some time, but it’s increased due

to the security situation in several failed states as well as a growing
market in
radioactive materials.


In an off-camera press briefing this morning for a handful of journalists,

British officials said they continue to track a large number of British

nationals of Pakistani origin who are traveling to Pakistan for terror
training, and to fight in the insurgency, or both. However, they said
there
are some hopeful signs from Pakistan’s new government.

Computer Virus Time Bomb Could Go Off April 1 - Conficker Virus

The Conficker Internet worm could strike at infected computers

around the world on April 1, a security expert warned Monday.


Conficker is a sophisticated piece of malicious computer software,

or malware, that installs itself on a Windows PC’s hard drive via

specially written Web pages. It then conceals itself on a
computer.


Graham Cluley of the British security firm Sophos confirmed
that Conficker is programmed “to hunt for
new instructions
on April 1.”

However, he added, “This does not mean that anything is going
to happen, or that the worm is actually
going to do anything.

Simply, it is scheduled to hunt a wider range of Web sites for
instructions on that date.”


One strange thing about Conficker is that no one yet has any
idea what it is programmed to do.


In February, Cluley told The Times: “It’s as if someone is
assembling an army of computers around the
world, but hasn’t
yet decided where to point them.”


A worst-case scenario for April 1 would be for all the world’s
millions of infected computers to receive
simultaneous
instructions to attack, or to flood the Internet with spam e-mail.

Taliban Threaten To Behead Canadian Hostage

A Canadian held hostage after she travelled to the lawless tribal belt of

northern Pakistan says the Taliban will behead her by the end of the

month if a ransom isn’t paid.


In a new video provided to The Globe and Mail, Beverly Giesbrecht

expresses fear for her life if her captors aren’t paid.


“I have been advised and asked to make this video. We have very
short time now and I am going to
be killed, as you can see,” she says,

gesturing at the dagger on the wall behind her, pointed at her head.


She alluded to Piotr Stanczak, a kidnapped Polish engineer who
was executed by militants last month, t
he first killing of a Western

hostage in Pakistan since U.S. journalist Daniel Pearl in 2002.


“I am going to be beheaded just like the Polish engineer, probably

by the end of the month. The deadline is by the end of March, and

that’s basically, I don’t know, 18 days or 16 days,” she says,
closing her eyes.


“I’m not quite sure how long that is but the time is very short
and my life is going to end,” she adds in a
choked voice.


In the short video, Ms. Giesbrecht, 52, wearing a head scarf
and sitting on a wooden chair, says that she is
being held by the
Taliban “near the Afghan border, either Pakistan or Afghanistan.”


The video opens with a voice reciting from the Koran. Abu Jindal,

a moniker adopted by some jihadis, appears in Arabic and Urdu,

superimposed over Ms. Giesbrecht’s face.


Ms. Giesbrecht, who is also known as Khadija Abdul Qahaar, has
been a captive for four months.
