CATO Institute = Syria and the War Power (Gene Healy)

Published on Sep 5, 2013
The Constitution gives the President limited powers to repel attacks, but President Obama claims a broad authority to go to war in Syria. Gene Healy, vice president at the Cato Institute, argues that the President will have a tough time ignoring the results of a Congressional vote, especially if they reject his call for authorization.
